I’ve been using Newsmag for my site for about a week but realized that it’s probably a better fit for another website I want to start. I believe the license said that Newsmag can only be activated for one site, but is there a way I can transfer that license over to a different site? Ultimately, it would be website #2 using Newsmag and not website #1, so there would still only be a single website using the NewsMag theme.

Hello judopower,
If you want to replace the theme to another website, you should only delete the theme from the old domain and install it to the new domain and it is ok. Before each update or migrating theme you should make a full backup to your data to be safe.
