I have trailers in my website and it seems only adsense ads play in the video pop up. Is that by design or should we be able to use alternatives?

For some reason it isn’t popping up. When I put in an adsense ad for that size, it works. However, for other ad providers it doesn’t. Which, with not using adsense right now, is unfortunate.
