We currently use the newspaper theme on our main domain (blog.golioth.io) but would like to use it in a developer mode (blog.golioth.dev). Is this possible with the same theme key or do we need to purchase a second key?

Yes, you can use the license on one live website and one for staging, but not on multiple domains.
