Using theme NewsPaper8 on localhost with custom domain (Laragon)

Hi! I would like to know if I can work on a website with the theme NewsPaper8 in my local environment using Laragon and then after some days, upload it to the final url domain where is going to be.

Yes, you can. You can move the entire website with the help of the Duplicator plugin.
