What does "Layout" tab in Flax Block settings do?

On any Flex Block, for Row or Column, on the Layout tab:

Thank you for that, the second link was new to me.

Are all blocks in any row adjusted by this? I have not yet found any block where these settings have any effect at all.

Yes, it can be found on each row. BUT, does it do anything on each row with every Block?

I can find hardly any block that is actually adjusted by those row settings.

(And yes, I do mean the one you were asking. As per the title of this forum post.)

what is the block that you are manipulating there, in the first image/video/animation? I cannot achieve anything close to what that animations shows.

This depends on how the page was build, for example if you have a row set in 3 columns you can change the layout -> https://i.imgur.com/YdEhI97.png -> https://i.imgur.com/DVmtF5I.png also this example is on category template -> https://i.imgur.com/3mlq0fr.png -> https://i.imgur.com/3XYIZM7.png -> https://i.imgur.com/h26ZL2H.png

So as far as Flax Blocks are concerned, it does not apply to the alignment inside Flex Blocks?

It only applies to how Flax Blocks are aligned in relation to each other. Or, to put it another way, the example you show here https://i.imgur.com/3mlq0fr.png is not a Flex Block but a manually created selection of individual blocks.
