What does this mean "Edit page capabilities for all logged-in users on pages"?

I saw that in the changelog there is an update called “fix: Edit page capabilities for all logged-in users on pages with tdb form content shortcode”. What does this mean and how can it be achieved?

There was some issue with the element Form Content, the add media wasn’t available for all users -> https://i.imgur.com/7zcUCu5.png
