For the life of me I cannot find this top bar with the tool on any of my pages although I have updated to Newspaper V11. Is this because I’m using the 9c Child theme?

It shouldn’t be a problem, but if you want you can deactivate the child theme for a few minutes to see if it appears.
Also, please make sure you do not use a plugin to hide the top bar.
