Where do I paste the GWT “claim owvership code” ?

I am not aware how the code that you want to add in theme, works and I can’t provide an exact answer. If the code it’s a js which can be loaded in footer then you can add it in theme panel > custom code > custom javascript.

If you are asking about the code to confirm ownership of your website, simplest thing is to use the file option from google to put in the public root of yiur website.
Or, use yoast seo plugin which has boxes for google and bing ownership of site confirmation.
