White band above footer

Hello,

I have updated my staging site to dark theme and there is a white band above the footer that I cannot get to change colour or remove no matter what zone / row etc I edit. My main theme colours are all dark backgrounds – any idea where this is coming from? I also cannot add any elements to this band..
