All the widgets blocks on the site are locked – a small padlock icon appears next to them in the list view
The contents of the blocks can be unlocked, but not the blocks themselves
I have tried various things, including:
switching back to classic widgets
deactivating all plug-ins/all plug-ins except the tag div ones that control the theme, both by deactivating via the theme and by disabling them via SFTP
switching the site to a standard WordPress site temporarily (Twenty Twenty one)
switching from a child theme to the main Newspaper theme
pausing Cloudflare
updated to WordPress 6.9
checking permissions
None of these had any effect
The widget screen also takes a very long time to open – which is why I want to delete most of them … but cannot.

You logged in as a subscriber – so you had no way of knowing whether or not the blocks were locked;

Hi AlanS, I believe you are referring to this – https://i.imgur.com/KbbuiqU.png if so, this is not related to the theme and it is related to an extra plugin you are using (is mining that those widgets are available only in the PRO version of that plugin)

I think I understand the situation now. What you are seeing there are sidebars created by the theme, and they are theme-protected because they are built using the theme options, not the standard WordPress widgets.

I do not want to add widgets. I want to DELETE them and I cannot; neither can I drag them to the unused widgets area.
I want to delete them because the widget page takes several minutes to load – as you warn it will in your documentation. It also frequently times out.
However I look at them, they remain locked.

If you want to remove the sidebars that were made using the theme, then you can do it, for example, from the theme panel > templates settings, open the archive template section and look for custom sidebar + position from there select the dropdown and click on X to remove the sidebar https://prnt.sc/iw-9VRbKe5cH
