The woocommerce plugin is stuck on a 2×2 grid and is offset to the left side of the screen. How can i fix this? It looks like it’s a glitch…

This is an option which woocommerce offers. You will have to add this code into your functions.php as you can see it here: https://www.screencast.com/t/DN4AnCQLWE8 ; https://docs.woocommerce.com/document/change-number-of-products-displayed-per-page/
