Hi there,
I’m not sure if this is Newspaper theme problem or not but I can’t find
I tried editing the wp-config.php to add/change to:
define( 'DISALLOW_FILE_EDIT', false );
but that didn’t work either. Any ideas anyone?

Thank you Ana. You are right it was one of the plugins.
The culprit was “SiteGround Security”. There is an option Disable Themes & Plugins Editor in the setting of the plugin. Hope it helps someone else too. Thank you
