I did all the steps you mentioned.
In fact, I installed latest version of theme on fresh WordPress but same issue.
You can check http://engineersproject.com for fresh installation.
If you need admin credentials I can share that too.

After an hour I refreshed the page & found codes have been saved in the theme. I don’t know the reason, but I wasn’t expecting this.
