Can't update newspaper theme – Sorry, you are not allowed to access this page - reply

I am having the same issue here. I have followed all of the instructions in this thread and still cannot update the theme. I reactivated the theme by re-inputting the license key and it still says “Sorry, you are not allowed…”

Trying to update from 10.3.4 to 10.3.9.1
