One Way This is from my hosting service:
“It looks like it is something related to your theme which is causing the upload to exceed the 30 second max_execution_time limit set on the server. Unfortunately this falls outside of our scope of support and you may want to consider contacting the developer of the theme “Newspaper” to see if there is anyhting that can be done for the theme. The site is currently set to the theme Twentyfifteen and is able to upload normally.”
