I mean you can exclude a category adding in category filter the cat with minus. If you have a category FOOD with cat 8, if you add in category filter -8 from that block all post from FOOD category will be excluded.

Is not possible, what you can do is to use the slider to show there Featured articles and in block 3 add in category filter to exclude the Featured posts(this is to prevent duplicated articles between slider and block 3), add the cat id with minus (ex -4) of the Featured category.
