I had this issue while trying to launch my site this weekend. Wordfence was blocking the code. I disabled Wordfence while adding the code and it saved immediately.

Once I had all my ads placed, I reenabled Wordfence. Hope this solves this for someone. Took me 2 days to figure it out.
