I tried everything suggested and I only worked to delete the line of code that I tell you. The question is if having deleted it implies that the theme not work and why it works with an earlier version of wordpress (4.7.5)

I made all the steps of the guide and leave the parameters as it says but the widget section and customize continue to throw a white page (WSOD).
Why do I work with version 4.8 and if it works with 4.7.5?

I know wordpress and I know how important it is to keep it updated so I keep finding out. Finally you get the line of code that was in place 3086 of functions.php and this work:

Error Code line 3086 deleted:

$ Encoding = mb_detect_encoding ($ string, mb_detect_order (), true);

The question now is, will I have trouble deleting that line? Could you give me a cleaner solution than this?

in wordpress 4.7.5 I can enter the widget section without problems.
Any ideas for solution in 4.8 ???
