I completely reinstalled WordPress, then the Newspaper 9 theme.
Odd thing is that it seemed to connect right before I activated the theme.

I tried it with and without plug-ins and it still does not work.

Also. Network speed is fine. I am having trouble both at work and at home, so most likely not a network issue, but thanks for the suggestion.

It did not work. Unfortunately, I get the same error message.

Not a memory allocation issue. All of the statuses are green.
Chayton, I will try your solution and report back what I find.
