Just to let you know, guys.
The reason was in Cloudflare’s Rocket Loader function:
https://support.cloudflare.com/hc/en-us/articles/200168056-What-does-Rocket-Loader-do-

I turned it off and it’s OK now.

Edward, выяснилось, что это проявляется не во всех браузерах.
Catalin, I cleared and purged caches and checked different browsers.
It turned out that the problem is observed only on chromium-based browsers.

That is, in Firefox, Edge and Safari everything works well.

But in Chrome, Opera and Vivaldi the problem is observed every time after cleaning the browser cache, or after CTRL+F5 (there is no problem with usual F5).

I ran a test on computers with Windows 10 and macOS and with two different ISPs (at work and at home). The results are the same.

Bogdan B., the problem is solved, thanks, but there’s another one.

When I reload any page with cache refreshed (CTRL+F5), I see that blue semitransparent layer located over the page for a second or two.

It seems to be a background for mobile menu.
How can I get rid of it so that it does not appear when the page is reloaded?

Oh, looks like the problem is gone when I just use basic template for new pages.
