*UPDATE 2* Fixed it!

Here’s how.

Open the row settings for the row containing your block 16.
Open the CSS editor at the bottom of the settings panel.
Insert this:

.td-module-title a{
color:#ffffff!important;
}
.td_block_16 .td-excerpt {
color: #dcdcdc;
}

Voila!

*UPDATE* I’ve managed to change the title colour, but the excerpt colour is still grey… :/
