Hi
You just need to press BACKEND EDITOR and the plugin will switch in CLASSIC MODE: http://screencast.com/t/dG0aY8cW Then you can add blocks on the page.

Please make sure you update your visual composer plugin to the latest version by following this guide: https://forum.tagdiv.com/how-to-update-visual-composer-plugin/
Then make sure your version of VC is 4.12.
If the problem is still there, then please try to disable all plugins except visual composer, clear cache and reset cdn files. Then test again.

oh dear, i think i just havent seen the VC, because it was at the very end of the page and not on the top, where you type in the content.
another little thing, can i show the latest Blog-article on top of the page directly after the navigation (not like the standard on the end of the page)

The top area is destined for the mobile editor if you use the mobile theme
As for the latest articles, unfortunately this element was built to stay at the bottom and there is no setting to move it to the top. You can however use blocks to show the latest content. You can place blocks at the top of the content and change the page template to another that does not use the latest articles section: http://screencast.com/t/nQKql32sK
