For some reason nomatter what I enter into any of the ads field they do not save. In fact no matter what I enter or any field I change in the Ads section, nothing carries over once I refresh the Ads section after clicking save.

Try increasing the max execution time. It is recommended to have a value minimum of what it is now. Increase it like this and then check again

Hi,
Please deactivate all your plugins except the ones provided in the theme package, then clear any caching installed. Switch to the main theme if you are using a child theme. This will rule out any plugin interference, or modifications.
Lastly you could try a theme reinstall using this method
