I have created my website with default design around 3 years ago and now I want to change the design of it to city news or any other to just have a new look for my visitors.
How can I do it to be sure that after change all my blog posts will be safe?

The posts will be safe, they are kept in the website database. So deleting the theme, reinstalling it, updating it, will not affect the posts.
You can install any demo you like, note that this will import new theme panel settings and additional design where needed (stylesheet). If you have a demo currently installed everything related to it will be removed when installing a new one

However in order to be safe, please consider making a full backup before beginning. There are guides online about making backups in WordPress.

How exactly can I update the demo? I am confused as to how to update the post names and pictures? Is there a useful resource anyone has that can help me update my site to make it a little more personable/ throw my own funk on it?

@mindfulifit After you install the demo you can begin to customize it. Set your own logos, menus, edit the pages and set the blocks and grids to display your own content etc.
Start from the top for example, with the header. Set your own logo and menu, configure the header with your own data. The homepage which is provided when the demo is installed with content can be edited with the tagDiv composer, each element in it can be customized
