no this is a very specific question – we are spending a month setting up site which is unacceptable….the SUEPRCACHE does not seem to work (we enabled the settings as you described in your tutorial):
here is also the report from the pagespeed RECOMMENDING WE USE CACHING PLUGIN – bit we enabled it!
you will also notice on this report that the caching is not working but we enabled super cache:

this a fresh install and the blank page has almost 8 seconds to full load!

I we’ll try to help you as much I can, but you need to know that the page seed services are not covered by support team, these are custom services because depends on what configuration and content you have.
Please make a these with the new theme version in a fresh install, the Newspaper v10.3.7 should be a litter faster, also if you do not use the mega menu the website should became faster.

What I mean was that any theme need to be optimize to get a good page speed.
Also the new version should be a little faster.
I the host allocate only for you these resources, then the theme should work without problems.
In case that you want a refund, you can check the envato terms from here : -> https://help.market.envato.com/hc/en-us/articles/202821460-Can-I-Get-A-Refund- but in 99% cases this is provide by any problems.
If you want to to an old version, please send us an email at contact@tagdiv.com provide your license key and let us know the theme version that you want to test.
