While i try to Save Settings the bar keeps circling and nothing happen.

Please check the console when you hit the save button and see if there is an error. A 510 response appears to be more related to a server configuration issue rather than something originating from WordPress.
The issue with certain files leads me to suspect that modSecurity or a similar component is at play, and its configuration might need adjusting. Your host probably needs to assist you with the modSecurity setup.
