Hello,
Is there any way to add custom section or row after the post comments before the footer.

With a cloud post template it is possible – https://forum.tagdiv.com/tagdiv-cloud-library-plugin/
The post templates can be designed with the tagDiv composer, so you can place the comments in a different position, or add content after them.
Here you can see the available cloud post templates, preview and even edit them
