My site is not yet made public and it is modified with the newspaper theme.
My problem is, in the header section, where images are put, it displays the present month post
But below I want to display my posts from last month section.
Is it possible? if yes, how to do it? Can you please help me?

The query which I had put above is now fixed as I just created a separate category for those posts and assigned it to them to display in the homepage.
My new problem is, it appears correctly in PC or Laptop, but for mobile, it is not working, as it repeats the present month and also posts from last month post. How can this be filtered on mobile. Can you please help me in this matter?

The designs do not match because you are using the mobile theme. The Mobile theme was specially designed for optimization on mobile devices. Unfortunately on mobile theme you cannot do much changes of design. If you want to have the same design as on desktop mode you can achieve that by simply disabling the mobile theme.
You will have to recreate your pages into the Mobile editor.
Also you can disable mobile theme on certain pages or posts by following this setting:
