I am having a similar problem to this. After updating Newspaper theme today, my WP Editor when trying to insert a ‘Text With Title’ element is not working. The editor pops up, but I only get an ‘Add Media’ button and no formatting tools of any kind. Nor can I toggle between HTML/Text views. I can paste text into the field but there’s no ‘Save’ or ‘Submit’ button to apply it.

Unfortunately there is no one solution to fit all issue. This error can be caused by a whole number of issues. It has to be investigated for each case in particular.
There are a few steps you can take into trying to debug this issue though.
The first one would be to make sure there is no plugin conflict.
Please disable all plugins except the page builder, clear cache and reset cdn files if you use it. Please also check any custom code you might have added to the theme panel or the theme files. If you use a child theme, please switch to the main theme to make sure it does not affect the proper functionality of the theme.
Also make sure you meet the requirements for newspaper: https://forum.tagdiv.com/requirements-for-newspaper/ check the system status section of the theme as it will let you know of any major problems that can cause errors on your site.
