Change order of apperance

I use the World News Theme and the template is “Latest” Articles. Currently “Most Popular” is above Latest. I would like to have “Latest” first and below “Most Popular”. I cannot find “Latest” in the Visual Composer so I cannot drag it to change order.

Questions:

1. How do I change order so that Lestest is first?
2. Where do I change the text Latest into another language?

Thanks, ok, now I understand. That helped a lot. I’m starting from a very basic level.
