Other than using CSS, is there a way to change the header color globally? For example, if you set a title for a sidebar widget, the title of the widget. Can you change that background color? I know that for the TD Blocks you can change the color there, but is there a way to do it in the theme panel?

Hello !
Yes ! I presume you mean the widget titles background. You can do that from Theme Panel by going to: Theme Colors -> General Theme Colors (First tab) -> Headers Background Color.
