I have 2 issues again.
1) How can I create my own taxonomy? I would like to add categories like “Country” and “University” to every post. And subsequently I would like to add some filter widget to sidebar, where users can choose posts by Countries and/or Universities.
Do you know how to do it? Or can you recomend any good plugin?
2) I have problem with feature posts. When I choose “Sort Order: Featured” in filter, there are only featured posts, but I would like to show all posts, but Featured first. Is it possible?

Also you can add a block in the sidebar and enable ajax categories filter, just take the category id – http://screencast.com/t/OyZBOY5ry and paste it to the spot from block settings – http://screencast.com/t/5brbiBq5XSqH

2. When you set featured sort order it will display all posts tagged as featured. The theme doesn’t have an option to display the posts from a specific category first then the others and you will need custom modifications, sorry!

1) I probably explained it wrong. I don’t want to have a list of posts filtered by category.I would like to have a dropdown filter of some categories, which would look like this http://fafsoft.blogspot.cz/2011/12/wordpress-filter-categories-dropdown.html or this http://i.stack.imgur.com/miatm.png
Do you know about any plugin which can do that? Or do I have to create my own taxonomy https://codex.wordpress.org/Taxonomies?

Unfortunately the theme doesn’t have such an option, only using the ajax filter on blocks you can achieve something similar or try to use blocks in in Tabs element from Visual Composer.
