Do I need to install standard pack plugin in order to access this?
Because, I don’t see that option right now.

If you need to access those settings in theme panel, you ought to install and have tagDiv Standard Pack enabled. Most of the settings from the theme panel won’t be available when the standard pack plugin is deactivated.
1. What if I want to edit this sub footer but don’t want to use standard plugin cause it’s slow down the website?
2. How can I make it full width?

If you’re relatively new to Newspaper theme we recommend you NOT using the standard pack.
1. Edit and create the whole footer page to fit your taste using the tagDiv Composer.
2. In order to make the site full width you have to select every row of your page using the tagDiv Composer and then set the stretch mode you want like here : https://www.screencast.com/t/BkWwdHh6
