Edit "pop-up action windows" not coming to front since update

I recently updated to Newsmag 4.0 and now when I’m editing in Visual Composer any of the “pop-up action windows” (like if I hit control+k to insert a hyperlink) are coming up behind the edit window. At first I just thought they were gone, but them I moved the element window and saw they action window was behind it. This is extremely annoying and really slows down my editing.

Any ideas on how to address this and get the action windows to pop-up on top again?

I reset the activation and manually activated again (I’m using Newsmag, not Newspaper like your screenshot). This did not help.

Here is a screenshot of what is happening.

I was just using the ctrl+k as an example. I do use a plug-in to make “rel” references easier to input on hyperlinks so that’s why it looks different. But it does the same thing with any pop up. Even on drop down menus like for text type. Here is what happens when I click on the “paragraph” text drop down. I show what happens in theses screen shots.
