How do I get an article to appear as the featured article on my homepage?

Hi

You can select the posts by featured category in blocks settings following this example: http://screencast.com/t/M2VtBRWdQ0

That screenshot you sent doesn’t look familiar at all to me. Can you please tell me how I can get there from the dashboard screen? Where would I find the block settings?
