Could we safely use the Ultimate Category Excluder plugin with Newspaper theme? Or could you suggest a better alternative.

Unfortunately we do not tested any kind of these plugins, also we do not know there behavior and we can not recommend one.
As I know most of these plugins are working if you are using a standard post template, but will not work on cloud templates.
