How to change settings of the collapsible panel

Hi,

I am getting this collapsible panel when i scroll down my pages. For example :
https://www.dealwithautism.com/news/new-autism-treatment-is-a-breakthrough-claims-researchers/

Where is the setting of this panel? In my case, I dont see any X mark in the panel to keep it collapsed in the front end. Also, this is disruptive from the mobile devices as the I am not able to figure out a way to close it and users cant read the news.
