I also tried from admin to get rid of topbar and author and date also
That is the WordPress toolbar, theme has no control over that. Each user can enable/disable that in the WordPress settings

That author name and date may not come form the theme, it seems to appear outside the website container. The theme will display author name and date on modules, if enabled

If you could provide a link to your website we will take a look. Could be a plugin that causes the issue.
I could give you a code for that if possible but I will need more details. Provide a link to your website and details or screenshots of the padding you want to reduce, for a more accurate solution.

Note there are sections in the theme panel, called Advanced CSS code. There you can enter code to affect certain devices (widths) only.
