That depends on the sorting method chosen for that block, grid etc. Most sorting methods are made to be dynamic, changing the content.
For example a latest sorting will always display the latest posts you publish.
Or a popular sorting will display posts that get the most views from the website visitors.
To have fixed posts at all times in a block or element that displays posts, you will have to manually enter the IDs of the posts in the filter tab of the block

The ID of a post can be found while you hover it’s title in the posts screen for example

If you enter post IDs there then the posts will not change until you edit the page again and change the IDs.

That is quite unusual, does it work with other post IDs if you try?
Regarding the mobile variant, if you want to display the same content from desktop deactivate the mobile theme plugin.
The plugin is optional and is intended if you want to display a simpler and different version of the website on mobile devices. More about it here
