Hi,
I think that you are referring to the new option from Newspaper v10.3.7 -> https://i.imgur.com/vz8Bidn.png if yes, then you can assign the mobile page from here -> https://i.imgur.com/CONh9K7.png when this is set will be with green and you can edit it using this icon -> https://i.imgur.com/OQPlIH7.png

I don’t see that tab shown in the pictures, where are those tabs? What page? What menu?

Am I supposed to turn off the mobile theme? I found the page. When I click it on my phone the page is empty except for header and footer.

Hi,
The above screenshots are from the last theme version, Newspaper v10.3.7, in this version you can use tagDiv Composer to create a separate content for mobile devices.
Now if you are using the mobile theme plugin, then you have two options for pages:
1. You can display the responsive version -> https://i.imgur.com/onyOQiG.png
2. Set the mobile page content in mobile editor -> https://i.imgur.com/h2Jpt6P.png (please note that if you copy and paste the content from desktop page will not work in mobile editor).
