i face an issue on my website http://www.ayyanweb.com. I was create a Template for Technology category, On PC ist working fine but on mobile its not working, and Footer template also not properly working on post and category pages on mobile. i want every category show with different template on Desktop and mobile.

I just checked and seems you have activated the mobile theme and set it on the AMP -> https://i.imgur.com/LVk7ToI.png
You can use AMP, but we offer support for the mobile version only with mobile theme + AMP plugin and set for AMP -> https://imgur.com/1kMs1ds

Yes I have applied AMP.

But FOOTER Cloud template is not working on mobile. If you open any post, there are footer changes on desktop and mobile.

Similarly, if you open the ENTERTAINMENT category, the template of the category is different on Desktop and Mobile, while I have made the same template for Desktop and Mobile.

The mobile theme comes with its own templates for page, post, category, etc so your current templates from the desktop theme will get converted to the mobile theme layout, the page content is made without builders in mobile editor => https://www.screencast.com/t/xbgZG8kH also, the options that are provided to edit the mobile theme version are limited (this keeps the things simple)).
So, if you want to use the cloud templates, then you need to disable the mobile theme and AMP plugins, and then use the responsive version.
You can use cloud templates with AMP.
