when testing my site, i am seeing the full mobile theme on my big ipad pro. how do i turn off tablets and only have it display on mobile phones?

From what I can see the mobile theme is appearing ipad, this is usually a cache plugin conflict, please deactivate it and check to see if this is still happen, also we recommend to use WP Super Cache plugin.
If there is still a problem, please provide me a link to your website where I can check this problem.

should i disable both AMP and mobile theme plugin? then do i just turn them back on to check or do i wait? i do need them on to have the mobile theme working.

No, just make sure that you do not have a plugin conflict with untested plugins, please deactivate all non theme/tested plugins, also if you are using child theme, clear all cache and try again.
