I just updated to Newspaper 7.4 and removed the plugins before. After the update ran through, there was no mobile theme included in the plugins folder. There was only Speed Booster, Social Counter and Visual Composer in that folder.
Where can I get the mobile theme plugin package for Newspaper 7.4 ?

The mobile theme plugin is still present in the theme package but we removed the install button because lots of people installed the mobile theme without knowing what id does and the implications that arise when using the plugin. We did add a link to the documentation for the plugin that now has instructions on how to install it though: https://forum.tagdiv.com/the-mobile-theme/

You are not looking in the right plugins folder. You need to look into the main theme package, not the theme files. The main archive you download from envato. Not in newspaper/includes/plugins

weird, here is the plugin folder content of the downloaded zip from Themeforest:
The Themeforest zip file name is: themeforest-5489609-newspaper-wordpress-theme.zip
I did not find any other plugins folder there.

Yes, the plugins section changed and we removed the mobile theme link because people kept installing it without knowing that it is and what it does. We needed to make sure people read the docs first before installing the plugin.
As for the plugin itself, it is under the main archive. Please download the theme again as you might have removed it by mistake. download again and check the main plugins folder like so: http://screencast.com/t/PAfxLYe0wG0d
I have downloaded the theme archive again and the plugin is there inside the package. You are still looking in the wrong place. Please search in themeforest-5489609-newspaper.zip>plugins-> not in Newspaper.zip->plugins
