The mobile theme on two separate sites I cannot get to load on phone.
Plugin says active and the tabs are there in the theme panel. I notice under theme panel/plugins it says optional with no button to activate or deactivate the mobile plugin, unlike the others.
Have deleted it an reinstalled. Have also turned off caching. Site behaves on mobile as if plugin not present.
Anything else to check?

You will see under the optional message a link leading to the plugin documentation that also provides the installation method. We used this method because lots of people installed the plugin without knowing what it does and kept coming back to the theme support asking why the site behaves like that on mobile . They activated a plugin without knowing what it does. So we had to make sure people knew what it is before installing it:
