I try to make wake a navigation inside the page. Normally I would assign ID to a header or div. And make a link to this ID.
Can you give an idea how to do this at the page. When the user clicks to the button (1) the header (2) page should move to the top of the page:

Once again: normally I would assign ID to the <h2> on a page and assign a link to this ID to the button. The problem is I do not see how to assign ID to the page element.
