Found it. Got the same problem.
Go to Visual Compose tab on the left menu of WordPress Back end.
Then go Role Manager for administrator tab and scroll down.
There you will find a list with all elements of visual editor. just check the extra blocks and grids and weather and exchange etc that came with the new update. After that, new grids etc will show in the visual editor when you edit a page

Hi,
This did not happen on our end so that is why we did not include this as a must. Until now we have no reports of the new blocks having to be activated from the plugin settings. In the latest version of the visual composer plugin (4.11.2) you can select all elements to be active: http://screencast.com/t/TL8j5r0iXbU
This is the default setting unless you switch to ‘custom’.

As I said: Happened despite a complete re-instal for reasons unknown to me.
I recall quite similar issues way back where there were elements that went AWOL and there was a thread:

Oh and by the way that nagging VC message persistently staying in the dashboard which I mentioned in the same thread (posting #77430) is STILL there after… I don’t know… 10 updates and at least complete 5 reinstalls of theme and all plugins:

Back then the option for ALL elements was not present ion VC/ Now it;s the default value and we figured it;s not necessary to add it anymore, but if this proves to be the wrong decision, we will add it in.
