As many users asked similar cases on this forum, I need to ask you my case too.
You mentioned on other topics that Admin and editor role can use the plugin such as “theme panel”.
Still though, “Newspaper” will not appear on the left admin menu for “Editor” role.
Is there any way to check this issue or to solve this?
We would like to let “Editor” to manage the theme panel.

I will try this. But please do not forget that there are many users assign to manage the website like your job. Designers, css designers, developers and so on…
I do understand it is not easy to develop, but if you can, please do consider for assigning users with Roles & capabilities for building a website with your great theme, eve if this is the WP Core. There must the way to solve this.
