No Theme Panel

Hi tagdiv

I’ve bought Newspaper theme for the second time.

The version is 10.3.2

But apparently, there’s no Theme Panel.

Could you help fix?

The second issue:
The title of the articles are using H3.
How to change it to H1?

Oh ya, here’s the screenshot of the previous Newspaper theme that I bought:

It has system status tab, theme panel, etc.

While the new theme that I bought only have Plugins and Support tab.
