Both of theme are related to the publish post that are made by a subscriber:
Publishing limits is referring to the number of posts that a subscriber can publish.
Automatic delisting is an option that is referring to the posts that have been made by a subscriber using a plan and his subscription plan has been expired (he no longer extend it), then all his posts will be automatically set in draft.

The member can post an article if you create a frontend form submission because the subscriber can’t access the backend of wordpress.
