We cannot provide you a css file because the CSS is being generated as you modify the theme and anyway that doesn’t seem to be the case here.
Also please note that WP Rocket is not a supported plugin, therefore it is not covered by the support team.

There is no 1 CSS file. The css is spread through the whole theme depending on the changes you make. This option is not available with Newspaper Theme.
